Budgets are determined over 4 year intervals. Your budget for the first interval, starting in Q1 1955, is $3000 per season. The size of you budget for each subsequent interval depends on how many prestige points you earn. The budget pane in the Administration Building window shows minimum and maximum prestige values, with corresponding budget amounts. You will need to earn at least the minimum amount of prestige points to continue receiving funding in the next budget period, and any amount of prestige over the maximum value for the current budget period will not net you any additional budget. Your prestige points balance is cumulative however, so earning points above the maximum value for the current budget period can still increase your funding not in the next budget period, but the period following that one.
